Steve Douglas
has plans. He plans to be the most prominent
player in social housing in this country, although
he's not likely to say it. As the chief executive
of the Housing Corporation he is already
the most senior Black official working in the
housing sector. His supervision of the takeover of
the 30-year-old Black housing association Ujima
proved he's more than capable and willing to make
'difficult' decisions. His actions over the demise
of Ujima labelled him a villain is some
quarters, but Douglas is adamant in his defence.
He said at the time: " Poor governance is at
the heart of the failure. This is not a BME issue,
it is a badly managed organisation
issue."
Douglas is involved in the setting up of a new
government agency (the Housing and Communities
Agency) designed to revamp social housing with a
budget in excess of £9bn.
He said in February 2008: "It's a fantastic
time to be in housing. Over the last few years
there's been an absolute focus on not only homes
but also quality. The HCA is intended to be a much
closer partner to local authorities"
Douglas read politics, philosophy, and economics
at university in Oxford and worked for the
department of city planning in New York and has
run two housing associations.
